EMTS (EPA Moderated Transaction System)
The EPA system that records every RIN generation, transfer, and retirement under the Renewable Fuel Standard.

The EPA Moderated Transaction System (EMTS) is the central electronic ledger for every Renewable Identification Number (RIN) generated, transferred, and retired under the U.S. Renewable Fuel Standard (RFS). EMTS is operated by the U.S. Environmental Protection Agency and is the authoritative record for compliance demonstrations under 40 CFR Part 80, Subpart M.
How EMTS interacts with the program
Every party in the RFS supply chain — biofuel producers, importers, obligated refiners, traders, and renewable-fuel exporters — is required to register with EMTS and report transactions through the system. The data flows are codified at 40 CFR 80.1452. RIN generation events are reported by producers and importers; transfer events are reported by both buyer and seller; retirement events are reported as part of the annual compliance demonstration filed by the deadline at 40 CFR 80.1451.
RIN structure as recorded in EMTS
Each RIN carries a 38-character identifier specified in 40 CFR 80.1426(f)(3). Embedded fields include the calendar year of generation (vintage), the company identification number of the generating party, the company-batch number, the equivalence-value multiplier under 40 CFR 80.1415, and the renewable category code (D3, D4, D5, or D6). This structure makes a RIN traceable from generation through retirement without exposing trade-secret information about the underlying batch.
Public aggregates vs confidential records
Record-level transaction data in EMTS are confidential business information under 40 CFR 80.1454. EPA does, however, publish weekly aggregated data on its RIN Trades and Price Information page, which is the public source of the volume-weighted average prices and weekly traded volumes by D-code that feed downstream price reporting. The aggregates roll up trades reported in EMTS for the prior week.
Schema and reporting cadence
Reporting is on a transactional cadence, with each generation, transfer, or retirement event submitted to EMTS at the time of the underlying transaction. Quarterly reports under 40 CFR 80.1451 reconcile the period's events at the obligated-party level. Annual compliance reports combine retirement records with the obligated-party RVO calculation described elsewhere in this glossary.
Quality Assurance Program interface
Quality Assurance Program (QAP) verification — discussed elsewhere in this glossary — interacts with EMTS through verification flags on the RIN record. A Q-RIN (quality-assured RIN under 40 CFR 80.1467) carries a flag indicating the verification posture; a non-verified or A-RIN records a different flag. The flag is one of the fields obligated parties review when retiring RINs.
Historical notes
EMTS replaced the original paper-based reporting system on 1 July 2010 following the publication of the RFS2 final rule (75 FR 14670, 26 March 2010). The system has since been extended to handle additional reporting types — the Quality Assurance Program in 2014, electronic attestations, and the periodic registration updates that reflect new fuel-pathway approvals under 40 CFR 80.1426. EPA's EMTS user guide and system documentation are published on the agency's RFS website and updated as rule changes take effect.
Common transaction events
Routine EMTS event types include batch generation (producer reports a new RIN-bearing batch); RIN transfer with assigned gallons; RIN separation event (the gallons are sold to a downstream party that qualifies for separation under 40 CFR 80.1429); transfer of separated RINs; and retirement (the RIN is permanently removed from circulation to satisfy an obligation, an export-related lockup, or a voluntary withdrawal). Each event type maps to a specific reporting form in the EMTS user interface and a matching record in the EMTS database.
Aggregation timing
EPA's weekly RIN Trades and Price Information page is updated each Friday using the prior week's aggregated EMTS data. The data lag — typically 5–7 business days — reflects the time needed to roll up event-level reports into the public aggregates. Charts and downstream products that surface the weekly volume-weighted average price should note this lag in any methodology statement.
